Business Systems Analyst Trainee 1

For appointment to the BUSINESS SYSTEMS ANALYST TRAINEE 1 (equated to SG-14), you must have: A Bachelor’s or higher degree.

Business Systems Analyst Trainee 2

For appointment to the BUSINESS SYSTEMS ANALYST TRAINEE 2 (equated to SG-16), you must have: A Bachelor’s or higher degree AND ONE year of professional experience as described below*.

Business Systems Analyst 1

For appointment to the BUSINESS SYSTEMS ANALYST 1 (full journey level, SG-18), you must have: A Bachelor’s or higher degree AND TWO years of professional experience as described below*.

*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:

  • Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
  • Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
  • Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
  • Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
  • Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

The following activities are NOT considered qualifying experience:

  • Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
  • Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
  • Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
  • Development of instructional materials and classroom training.
  • Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Competitive Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6, or 70.4 of the Civil Service Law.

Transfer:

For 70.1, 52.6, or 70.4 transfer to a Business Systems Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Traineeship Salary Information:

The position may be filled at the Business Systems Analyst Trainee 1 SG-14 ($52,198), Business Systems Analyst Trainee 2 SG- 16 ($58,247), or full performance Business Systems Analyst SG-18 ($65,001) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst SG-18 following successful completion of the traineeship.  

55b/55c Program Appointment:

This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties

  • Evaluate incoming proposed Change Requests to determine Training, Communications and Outreach impact and hours
  • Update training and communication materials for Change Requests when an impact to Training and/or Communications have been identified
  • Develop and present specific trainings in NYSLRS training program
  • The candidate will assist with the implementation and development of the POST Training Plan. 
  • Manage record keeping systems and controls for both internal and external training programs including:
    o Development of a POST learning management system.
    o Identifies specific training that addresses major objectives by discussing staff and program requirements with program managers.
    o Develop POST training classes to meet identified needs.
    o Review outside instructor’s lesson plans to insure they agree with course outlines.
    o Utilizes the Agency’s Statewide Learning Management System to manage POST staff training
    o Calculate continuing professional education credits for internal and external training programs staff attend, as needed.
  • Inform POST employees of Division training opportunities
  • Manage the logistics of the implementation of the Division Training plan, including the various standardized programs of the Division including:
  • Selects employees for training courses and educational opportunities based on relevance of courses to employee.
  • Maintain and update training information and content for external use. (e.g. Intranet).
  • Development of appropriate memos of understanding or contracts with instructors or off-site training venues.
  • Assist managers and supervisors in developing on the job training procedures.
  • Share information about training opportunities with staff and external customers (other government agencies).
  • Monitors compliance with training plan
  • Produces and assesses relevant training related reports to:
                 o Monitor continuing professional education credits for staff and develop action plans for those needing CPEs
                 o Provide performance related data and reports to measure Unit efforts
                 o Evaluates training courses through the use of questionnaires, review of work reports or evaluation. 

Knowledge, Skills & Abilities

  • Demonstrated ability to prepare, understand and interpret written materials, and design and present curricular to internal and external customers (e.g., employers, members).
  • Excellent oral, written and interpersonal communication skills, including demonstrated ability to communicate clearly and effectively to all levels of staff both over the telephone and in-person.
  • Demonstrated ability to work independently, as well as effectively, in a team environment.
  • Experience working successfully in a deadline driven environment where accuracy and attention to detail is required.
  • Experience providing operational assistance and support, over the phone and in person, regarding program specific process and procedures in a "How to" manner.
  • Experience working with Word and Excel.
  • Familiarity with online platforms (WebEx, GoToMeeting, Microsoft Teams, SharePoint).
  • Ability to work in a customer-service oriented organization.
  • Strong presentation skills.
  • Ability to interact and work well with technical and business staff
  • Ability to work well in a team environment.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
